From the color of that nose it looks like old Whiskey has been sipping a little to much of his samples. Either that or he's hit every saloon in town.

I'm going to have to do a full figure of this fella. Give him some plaid pants, some mule-eared boots and a long tailed coat and he'd look pretty spiffy.
